With the idea of making a better use of public resources, streamline extra spaces and contribute to the quality of services provided to citizens and the different municipalities of the Balearic Islands; a project based on the wording of a functional plan, a volumetric study and a landscape study of what will become the new Insular Council headquarters for 2024 in order to centralize all the buildings that currently has the Consell Insular spread is done throughout the city of Palma de Mallorca into one with a clear concept of centralizing the current dispersion of the services offered by the Council to the city and town councils, concentrating all administrative functions in a single location.

The Ca l’Ardiaca solar, situated between the Home of Youth and the Palma Arena Velodrome, has an area of 44,254 m2. The current zoning classification established for this solar is sports use and therefore, the first step was to make the change in order to make it an administrative use.
The concept of the proposal was based on making an improvement urban plan and a landscape study pick all these pieces through a public space that would connect this consolidating part of town it into a new neighbourhood. A landscape study was made in order to identify the different compositional elements and their organization in the resulting free space within the plot proposal. Vegetative filters were detected, floors (hard, medium-hard, mixed, etc.) and different service bags equipped with playgrounds and / or sports; Plant masses as boundaries of the different areas were also established delimiting the main entrances, tours, walks, etc.
